Switch protoc-gen-buf-check-{breaking,lint} to protoc-gen-buf-{breaking,lint}

We changed the names of the binaries to drop the `-check` component - this has continued to work as we have kept on releasing the binaries under both names, but will drop the `-check` binaries from GitHub Releases before v1.0.

All functionality is the same, this is just a rename.
