Rain Collector -- Redstoning Issues

• Hoppers take out of the empty bottle slot, instead of from the full bottle slot
• Comparators aren't able to tell that there are items in the rain collector
• Hoppers sometimes feed into the full bottle slot, when the empty bottle slot is full
