Add webhooks support

Starting this issue to discuss what we need as far as webhooks go. I have a proof of concept ready to implement when we're ready.

• What is the structure of the json that the bot will recieve?
• What endpoints do we need?
• What needs to be communicated by the bot and where?
• What kind of auth do we want?
