JNI Serial Update #423

Hi everyone!
I updated the NativeSerial_*.cpp file in the ini/serial folder to support higher baud rate on windows and Mac osx platforms. I compiled the tinyos tools following the instructions written on this repository but I'm not able to regenerate the tosscommlib libraries (maxosx_universal_toscoom.lib, windows_x86_toscoom.lib) in tools//java/util. I need them to build a Multiplatform application without any dependencies on different operating systems.
Can anyone help me?
