Add CO DWR to MLRivers

Our automated ML python scrips only support USGS stations

• We need python modules to fetch historical data for DWR stations.
• change the .GitHub/mlriver.txt to differentiate USGS and DWR
• Change fetch coordinates? coordinates should be part of response so may not need to fetch
• Modify combinedata.py/training.py to reflect these changes.
• Also look at the GitHub training Action (my not need editing )
