Generating advisories for a minor version #20

For Pwn2Own I tried to generate the advisories for 138.0.4, but couldn't figure out how to do it without modifying gen_yml.py manually. It seems like the script currently only supports major versions. We might also want to support ESR versions like 128.10.1 with a patch version.
