shorter sampling intervals

The default sample interval is specified with the ```-Q 10``` argument to ```fping```
For some types of problem, such as VoIP / RTP streams or market data, it is useful to monitor shorter intervals, including intervals less than a second.

How could the ```infping``` architecture be adapted for that?

Influxdb and Grafana both support shorter intervals (milliseconds) already.
