Enforce https://github.com/unicode-org/message-format-wg/blob/main/spec/syntax.md#matcher

Each selector MUST have an annotation, or contain a variable that directly or indirectly references a declaration with an annotation.

When parsing (building the AST), we can determine that a matcher selector is missing an annotation.
