Add Elder options to request aid

Write modules to allow town elders to request aid from BLUFOR in return for lower hostility.

Aid tasks:

• - Pallets of water
• - Medical Supplies/Assistance
• - Food
• - Infrastructure (E.g. Wells, Power etc.)
