Semantic Map import not firing NEW FEATURE COLLECTION event

Older data format for BCI data is not registering in new FeatureManager because its not firing the newer collection based events.

In ResourceUtils.... the following code checks a drop type and optionally loads a SemanticMap file

We likely will need to fire a new feature collection event deeper in the chain after this semantic map collection has been processed.
