Add `{block:NPF}` for custom HTML themes

Currently the only way to determine if a post is using the NPF is by parsing the `{NPF}` variable with JavaScript. If there was a `{block:NPF}` I could use it to enable different CSS for NPF posts, without needing JavaScript.
