A CKAN metadata solution

I need a generall CKAN metadata solution.

CKAN have a simple API to collect all information from the portal. But the returned data depends on the used metadata format. And this differs from city to city. I need a metadata matching algorithm for this. A simple 'give me all datasets' and 'show all titles' uses metadata.
