Redesign or rewrite: TotalPricesController use of a very long "Not in"

This long "not in" is an exclusion of all those tariffs from gridoperators that are irrelevant for normal electricity consumers. Mainly something like A- and B- tariffs (only C-tariffs are relevant for the normal consumer).

The general purpose is to produce a list of nettarifs used for the normal electricity consumers, which the user can choose his "own" tariff from.
