Add the option to insert image URL for titel image

In the text body both options are possible, upload and manage images via media store but also insert an existing image URL.

For the titel image the insert image URL option is missing. Authors are dependend from the media storage service (upload, select, insert).
In case of service malfunctions, no articles can be created or published. This bottleneck is critical and unnecessary.
