Should SAMPLED_GUARDS be refilled in FILTER_SET?
The user might have enough filtered guards but they are still not reachable. The current proposal wont call START() until the algorithm succeeds, meaning that changing the configuration in an attempt to fix the issue will have no effect until it succeeds.
