polished workflow for rollup / vite plugins

DoD:

• we have tx3 file watcher
• we have auto-reload
• by default, the plugin uses tx3 compiler from tx3up location (friendly error if not available)
• plugin gracefully handles error scenarios with tx3 files
• both plugins are published and compatible with latest tx3
