Blocking right hand scroll bars on websites #2500

Prerequisites

- I performed a cursory search of the issue tracker to avoid opening a duplicate issue.
- The issue is not present after disabling uBO in the browser.
- I checked the documentation to understand that the issue I am reporting is not normal behavior.
I tried to reproduce the issue when...
- uBO is the only extension.
- uBO uses default lists and settings.
- using a new, unmodified browser profile.
Description
Simply:
Using Chrome latest version, when certain elements are blocked, the right hand scroll bar disappears, and scrolling using space bar, mouse, mousepad etc. is also blocked.
I cant work out how to resolve this.
It has happened through multiple browser, UO, and even laptop updates.
I have searched online for resolutions - many people report it but no fix apparent.

Steps to Reproduce
1 - go to website
Expected behavior
Have a scroll bar to allow movement around page
Actual behavior
no scrollbar. Movement on site blocked.
