Clarify the workflow boundary between \ plugin translation and \ target builds.

Details

The migration section is better defined now, but the practical workflow split between install-time translation and build-time bundle generation is still ambiguous.

Acceptance Criteria

• Clarify when users should use installMode-based translation versus build
• Clarify how bundles relate to install-time plugin translation
• Update migration and packaging sections consistently
