[P2] Extend conditional activation beyond extras #24

Objective
Define whether UAAPS should support broader conditional activation beyond current extras-based feature bundles.
Priority
P2 — Nice to Have
Details
The spec now supports extras, but still lacks environment-based activation, capability-driven activation, user preference toggles, and generalized feature flags.
Acceptance Criteria
- Clarify whether broader conditional activation is in scope
- Define how it relates to extras and engines if adopted
- Update manifest and activation semantics if needed
