Define an \ or equivalent workflow for air-gapped deployment.

Details

The spec has local filesystem registries but still lacks a way to create a fully self-contained archive including transitive dependencies.

Acceptance Criteria

• Define whether pack-with-deps is supported
• Define output format and provenance expectations
• Clarify interaction with bundles and local registries
