scalars are inconsistent between init_atmosphere and atmosphere #167

In init_atmosphere, scalars contains qv, qc, qr, qi, qs, qg, qh,ni, nr, nc, ns, ng, nifa, nwfa:

In atmosphere,    scalars contains qv, qc, qr, qi, qs, qg, ni, nr, ng, nc, nifa, nwfa, volg for the hrrrv5 physics suite:

The former lacks volg and has extra qh, ns compared to the latter.
Should we make the scalars in init_atmosphere to be consistent with those in atmosphere? Thanks!
