User story: Multi-page viewer

As an EUK web app user, I want a multi-page viewer for content items, with 

- viewer controls, such as rotate, enhanced zoom, true full screen etc., 
- navigation within multi-paged items, and
- displays such as thumbnails, book view, etc., 

so that [need/motivation].
