GPLv2 and GPLv3 both in use?

Hi! GitHub pointed something odd out about this project - the licence is GPLv3 according to LICENSE but there's also COPYING which has a copy of the GPLv2 in it.

I think that means this is actually a GPLv3 project but that it used to be GPLv2 and that an old COPYING file was left around.

Thank you! Not sure how this redundancy occurred.

I'll make a decision soon about which licence applies.
