DevEx: %neo should nuke itself on some protocol changes

Some changes in the `/pro` folder will require you to `|nuke %neo`, others won't. It's easy to forget when you'd made one of these qualifying changes, so if %neo can't continue in its current state it should do the equivalent of `|nuke`ing and `|revive`ing itself, with a prompt asking the developer's permission before doing so.
