Implement https://degauss.org/manual_install.html "Building TIGER/Line Database" in a separate container and include updated TIGER data into the geocoder.db file instead of download old (2015) data.

I think this is resolved? Or would be resolved by changes in #12 ?

No, this would be creating/building a geocoder.db for degauss in a separate process (right now we pull a pre-created version)
