Local Quicktag API

This ticket will contain a WIP specification for a local API to interface with quicktag from external applications, serving the following purposes:

1. Opening a tag and focusing the main Quicktag window
2. Retrieving relationship information recovered by QuickTag (incoming+outgoing references)
3. Listing the strings in a file, differentiating between
   a. Localized string hashes
   b. Raw strings
   c. Raw string hashes
   d. Wordlist hashes
