Create templates from SPDX database?

https://spdx.dev/ maintains a "database" of licenses (incl. identifier and standard license header), see e.g. https://github.com/spdx/license-list-XML/blob/master/src/GPL-3.0-or-later.xml for how the information about "GPL 3.0 or later" looks like. Would it be possible to use this information to automatically create templates in headroom?
