Custom config caching issue.

VESC tool will try to poll down a cached version of the custom config. However, upon failure it does not attempt to fetch a fresh XML from the VESC (which IMO it should). It doesn't look like the signature was getting updated and I'm not entirely sure how to do that tbh, so maybe that's the issue? Even so, it wouldn't hurt to ask the VESC again for a fresh copy upon failure.

Also on VESC Tool 6.06 it will keep attempting (and failing) to deserailze with the cached custom config resulting in an infinite loop of failed pop-up windows until VESC Tool crashes (6.05 only attempts once).
