It seems like the 400 character limitation can be bypassed by using emojis?

This is counted as 800 characters but accepted on submit.

Please consider that a unicode character is stored differently than a normal text characters. Depending on the page of the unicode table it could be up to 4 bytes and still be one character. I wouldn't guarantee that we handle this in all parts of the chain in the same way and therefore a lot of different interpretations might occur, including data loss.

But I'm not sure what that means regarding this issue :) Do we accept that users can go beyond 400?

Unfortunately only a "it depends" answer is possible.

Two thoughts on this:

1. When we don't limit the number of character/bytes in the subsequent processing, then everything is fine and we just correct the display to show the number of characters and not bytes.
2. If we limit this (e.g. API or DB), we may encounter data loss.

Therefore, we need to establish some testing and check where can the user input data and whether it's limited or not. How the different tools/frameworks behave we may have to test it.
