Add ability to use issue tracking system for human interfacing and auditabilty

Having the option to add an issue tracker (Github Issues, jira, Asana, etc) would be good to allow humans to interface with AI development and progress in tools where they live. Github Speckit has /speckit.taskstoissues that may do this via MCP interfaces to those platforms. The idea is to create an epic for specs, and an issue/ticket per task, and then ensure that when commits close a task it does so in the corresponding issue tracker.

This should be optional.
