generate Ballot ID on VxMark, so VxPrint can start printing right way #1203
Description
If the ballot ID is generated and fixed on the card, then VxPrint can simply refuse to double print ballots and then we don't have to block printing on card overwrite, we can just overwrite the card in parallel with printing.
