Write a test for each gtfs file

Deployment needs to be changed to weekly and a test should be written for each gtfs file to make sure it works.

• Make the deployment weekly and occur Monday night.
• Write a test for each transit agency's gtfs using the tripplanner.
• The results of the test should be emailed to a few different users.

Tests have been written for VTA, BART, SAMTRANS, AC TRANSIT, ACE TRANSIT, and CALTRAIN. The script runs every weekday at 7am. More tests need to be written for the other agencies.
