CSS の `!important;` を禁止するよう Stylelint の設定を変更する

CSS で `!important;` を使っても Stylelint エラーにならない。
`!important;` を使ってしまうとスタイルの優先順位が問答無用で高くなってしまいあまり良くないため、Stylelint の設定をしたい。
