I believe groups at the W3C each have a mailing list that goes to the chairs of the group. However, it's hard to discover that these lists exist. This came up when mentoring a group member: I suggested they contact the chairs to ask about moving the meeting time, and we had to dig up the list of chairs from the charter, and then search through our email to find their addresses.

Visit a group's page, like https://www.w3.org/groups/wg/privacy/tools/ or https://www.w3.org/groups/wg/ag/tools/.
Expected behavior
The email address that goes to the chairs should be listed.
