Group pages should include the chairs' mailing list

Describe the issue

I believe groups at the W3C each have a mailing list that goes to the chairs of the group. However, it's hard to discover that these lists exist. This came up when mentoring a group member: I suggested they contact the chairs to ask about moving the meeting time, and we had to dig up the list of chairs from the charter, and then search through our email to find their addresses.

Visit a group's page, like https://www.w3.org/groups/wg/privacy/tools/ or https://www.w3.org/groups/wg/ag/tools/.

Expected behavior

The email address that goes to the chairs should be listed.

@gosko can you please check the assertion this request is based upon? I don't believe we have such a Chairs of the group mailing list for each group.

@koalie you are correct, we don't have chairs lists enabled systematically for all groups. Many groups have *-chairs lists that will reach the chairs of the group, but some do not and the list names are not always predictable.

The group overview pages like https://www.w3.org/groups/wg/privacy/ or https://www.w3.org/groups/wg/ag/ do list the names of the chairs, and for logged-in users I believe the email addresses are listed as well. (possibly only for users with Member access)

Sorry for missing the chair emails on the group overview pages, and for not realizing that not all groups have a -chairs list. I recently sent an email to some of the APA chairs and was redirected to the group-apa-chairs@w3.org list, which I don't see mentioned on https://www.w3.org/groups/wg/apa/ or https://www.w3.org/groups/wg/apa/tools/. Would it make sense to mention it on one of those, for groups that do have a -chairs list?
