- Current and near future link performance
- Multiple parameters: bandwidth, latency, cell load...

Network conditions prediction used by Media application to take actions in advance to ensure user has a smooter QoE when going through areas where network quality is poor.
Challenges
How do we know what LPP server to connect to?
- DHCP, DNS, WPAD, Anycast, IP/URL override, etc. concepts were considered but they did not fit well
- Proposal, at least initially, is a simple central lookup service based on client src IP which is set at API init
