Travis build fails in install_geographiclib.bash

Steps to reproduce

Run wget "$GEOGRAPHICLIB_URL" in install_geographiclib.bash

Observed result

$ bash scripts/install/install_geographiclib.bash

Unable to establish SSL connection.
The command "bash scripts/install/install_geographiclib.bash" exited with 4.

Looks like it is actually an intermittent issue with this download; curl failed on one of the travis builds as well.

curl: (35) Unknown SSL protocol error in connection to sourceforge.net:443 

It was just a coincidence that it worked the first time.
