[Feature request] ability to swap argument positions

I'm coming from the brilliant https://github.com/PeterRincker/vim-argumentative. The feature I miss the most is being able to swap two arguments' positions. I'd love to help replicate this in evil-args.

(Another neat feature is that when you delete an arg then paste it, the delimiter is moved to the correct place, but that might be more tricky)
