Enhance documentation for maintenance tasks

As my focus is currently shifting to a lot of other stuff, I guess that it might make sense to document several parts of the build system/the release process to make (1) contribution easier and to provide (2) a better insight on how development happens here for further maintainers. (Don't get me wrong - I still intend to maintian this package for at least some years now :))
