pip install -r requirements.txt

in the folder containing the wmwpy folder?

You might also try running

pip install pillow --force

You have to run it with the path to a waltex file

py waltex.py file.waltex -o file.png

(replace file.waltex with the path to a waltex file, and replace file.png with the filename you want to save it to)
