Handle absent claims array in DCQL according to OID4VP 1.0

Problem Statement

wwWallet currently supports claims array handling based on OID4VP draft 24, more specifically:

If claims is absent, the Verifier requests all claims existing in the Credential.

This should be updated to conform to OID4VP v1.0 which replaces the section with the following:

If claims is absent, the Verifier is requesting no claims that are selectively disclosable; the Wallet MUST return only the claims that are mandatory to present (e.g., SD-JWT and Key Binding JWT for a Credential of format IETF SD-JWT VC).
