Add support for arm64 Windows

Please add support for arm64 Windows.

I get this error on my arm64 Windows VM:

error: platform win32-arm64 not supported

My nodejs version is v20.6.1 arm64.

Hmmm... Support for Arm is problematic, and for Windows Arm even more.

I currently don't have a machine to test this, and it might take quite some time to get one (probably a new MacMini with Parallels, running Windows Arm in a VM).
