This might be better set up as simply a swing pane by the user and manual placing. Use cases would have to be fleshed out to really understand the best approach to supporting it.

This is now possible, sorta, with the libGDX display code. You can display a TextureRegion that is larger than one cell, and it will be (for now) anchored to the upper left corner of the cell that matches its x, y coordinates. Handling overlap is up to the library user, since the mechanism that this is implemented with is just making the image an Actor, and having all Actors be rendered only when requested (it can be useful to make monsters Actors, which also allows animations on them, and only render a monster if it is in FOV range).
