Move scripts/*.sh into deploy/*.py

`build-artifact` calls these shell scripts at build time, and we try to keep them consistent.  However, some apps need different things in these scripts, and it feels like the logic would be better encapsulated in the deploy system using the same sort of method that hooks.py uses.
