error to Upload Files

Hi guys!
I'm trying to upload a file on redmine from telegram.
Im using this code below, but i'm facing a error "ErrorCode":406,"Message":"Not Acceptable"

Somebody can help with this ?

Somebody has a example using api with Nodejs?
