Bluetooth: Controller: Add BT_HCI_VS_FATAL_ERROR_SUPPORT

Add BT_HCI_VS_FATAL_ERROR_SUPPORT Kconfig to allow
out-of-tree Controllers to control Zephyr HCI Vendor-
Specific Fatal Error event support.
