[Bug 🐞]: `@activeStrategyLimit` for Administration not work with Strategia

Brief description of your issue (aka the problem)

Komplexity change values for all buildings except @activeStrategyLimit for Administration. activeStrategyLimit values from Administration.cfg not apply in game.
Logs shows the patch not loading Deleting root node in file as it can't satisfy its NEEDS game still uses the default progression {1, 3, 7} even in new saves.

What I tried already:

• Created an "last-load" override GameData/zz_ForceAdminStrategies.cfg that targets both a top-level ADMINISTRATION node and the CUSTOMBARNKIT/ADMINISTRATION nested node. (Logs show patch loaded this way but still not work)
• Editing CustomBarnKit/default.cfg`Strategia/CustomBarnKitConfig.cfg` directly - no change.

May be this value referenced wrong in Custom Barn Kit itself?
