[ci] CW310 ROM_EXT tests are flaky #185

On the original failed run, several tests also showed up as "flaky", having failed once and then passed on the second attempt. Given that all the tests passed without issues on the re-run, could it be an issue with one of our FPGA targets?
The logs have expired, but it seems like the same tests are also flaky in other PRs, e.g. #162 which doesn't have anything to do with ROM_EXT and passed CI otherwise: https://github.com/zerorisc/expo/actions/runs/20466421525/job/58811546601?pr=181
