Updating
rules_boostto avoid having a direct dependency on alib_lzma_lzma, which depends onxz, that is pulled from the src.fedoraproject.org, which is unstable.Also remove windows-2019 test run, since we do not care about Windows right now and windows-2019 image was removed from the GitHub Action Runners image pull.
Tests passed on the CI and I was also able to run and build
sidecar_testsinsidemonorepository, which depends on thestout.
