Add comprehensive documentation for migrating sandritica PRs to doc4d/docs fork

3. MIGRATION_CHECKLIST_SANDRITICA.md - Operational Checklist

• Step-by-step tasks for each of the 9 open PRs requiring migration
• Communication tracking and documentation update tasks
• Timeline tracking section for project management
• Status tracking format for progress monitoring
