Align roadmap with v0.2 routing surfaces

Summary

• refresh the roadmap so it names the current v0.2.0 federation-mesh, return, composite stress, technique-kind second-cut, and wave-9 low-context routing surfaces
• keep those surfaces framed as navigation/dispatch support rather than source authority
• extend roadmap parity coverage across the live routing docs and generated outputs
